SOG 5-08 ROPE RESCUE OPERATIONS
A. Scope:
This operational guideline is intended for tactical operations that involve the rescue of persons by use of life safety rope and associated equipment. Such operations are to be a last resort and employed only when all other options have been ruled out.
B. Guidelines:
1. First arriving officer
a. Conduct a size up and Initiate the Incident Command System.
b. OIC will request assistance thru Camden County Communications for a Technical Rescue response according to HFC dispatch procedures.
c. Have a representative of the company/facility present at the commandpost
d. OIC will assign a SAFETY OFFICER
2. First arriving Engine Company
a. The company officer should initiate fire suppression measures when necessary.
b. Confirm the victim(s) exact location.
c. Confirm the means by which the victim(s) is suspended or supported.
d. Confirm if the victim(s) is injured in any way.
e. Confirm if the victim(s) “hanging” or simply “stranded”.
f. Confirm if the victim(s) can be reached by other means.
g. The company officer is responsible for securing the area to prevent unnecessary entry or interference with the operation.
h. HFC will provide assistance to the Technical Rescue Team.
3. First Technical Rescue Company
a. Meet with incident command
b. Initiate Rescue operations
c. Rescue Company Officer will have full authority on tactical decisions related to their crews
d. HFC OIC shall maintain overall command of the operation.
4. First arriving Ladder Company
a. Will support Engine and Rescue operations
5. Life Support
a. BLS Unit on stand by at the Command Post
b. ALS Unit on stand by at the Command Post
C. Cautions:
1. High Angle Rescue emergencies are governed under OSHA Regulations and are hazardous situations. NFPA requires all rescuers must be properly trained in rope rescue operations.
